Because they have yet to pass national legislation protecting the chiropractic profession, Japanese DCs are in a similar situation that U.S. DCs faced. We were fortunate enough to be able to pass chiropractic licensure state by state. The DCs in Japan must accomplish this nationally, which has proved to be an extremely difficult task. And in spite of their efforts, Japanese DCs are currently faced with two chiropractic professions.
Call for Help -- 5 DCs in Tours, France on Trial
The chiropractic climate in France is not good. Frank Spencer, D.C., practicing in Angouleme, France characterizes the position of chiropractic in France as occupying a "tenuous position in murky waters."
In the January 4, 1991 issue of "DC" we printed a plea from five chiropractors practicing in Lyon, France being charged with "illegal practices of medicine."
In the September 26, 1990 issue, in a separate case, we printed a letter from Richard Arme, D.C., of Tours, France, one of five chiropractic defendants being taken to court, again for "illegal practices of medicine." This suit originated with the Syndicat National des Medecins Osteotherapeutes Francais (French Osteopaths) in December of 1989.
We've just received another plea from Dr. Arme; the suit in Tours is still under litigation.
The defendants in Tours:
- Richard Arme, D.C., 1980 graduate of the Anglo-European Chiropractic College; practicing in Tours since 1981.
- Serge Colin, D.C., 1975 graduate of Palmer; practicing in Tours since 1976. Drs. Arme and Colin are in practice together.
- Micheline Douilliez-Rougebec, 1984 graduate of National; practicing in Tours since 1985.
- Claude Lucon, D.C., 1976 graduate of Anglo-European Chiropractic College; practicing in Tours since 1976.
- Claude Portal, D.C., 1974 graduate of Palmer; practicing in Tours since 1974.
The defense lawyers feel that support from the international chiropractic community may well be crucial to the case's outcome.
