Because they have yet to pass national legislation protecting the chiropractic profession, Japanese DCs are in a similar situation that U.S. DCs faced. We were fortunate enough to be able to pass chiropractic licensure state by state. The DCs in Japan must accomplish this nationally, which has proved to be an extremely difficult task. And in spite of their efforts, Japanese DCs are currently faced with two chiropractic professions.

After 25 years of service as president of the Association of Chiropractic Colleges, David O'Bryon will retire effective July 2022. ACC president since 1996 and an advocate for the chiropractic profession since the early 1970s, O'Bryon's chiropractic contributions over his 50-year career include helping design a comprehensive legislative strategy that ultimately resulted in chiropractic's inclusion in the military and Veterans Administration. Before joining the ACC, he served as a member of the American Chiropractic Association – the ACA's first full-time advocate.
In the World Federation of Chiropractic's Quarterly World Report (October 2021) Dr. Ron Oberstein, Life Chiropractic College West president and chair of the ACC executive committee, shared the following on behalf of the entire ACC board:
"David O'Bryon has served the field of chiropractic for more than four decades. His significant achievements and contributions will not be forgotten, particularly his work to expand care for chiropractic patients. O'Bryon's passion about the work, his deep understanding of the field and his commitment to our students and the future of chiropractic have been exemplary. David's professionalism and his ability to quietly effect massive change for chiropractic are recognized and appreciated by anyone who has worked with him."
