When sports chiropractors first appeared at the Olympic Games in the 1980s, it was alongside individual athletes who had experienced the benefits of chiropractic care in their training and recovery processes at home. Fast forward to Paris 2024, where chiropractic care was available in the polyclinic for all athletes, and the attitude has now evolved to recognize that “every athlete deserves access to sports chiropractic."
FCLB Meets in Atlanta
The Federation of Chiropractic Licensing Boards (FCLB) held its 82nd Annual Educational Congress April 30 - May 4 in Atlanta. Approximately 130 representatives of chiropractic licensing boards, testing organizations and educational institutions attended the event.
The educational portion of the conference opened with a welcome message from Dr. Guy Riekeman, president of Life University, and Dr. Glenn Manceaux, president of the American Chiropractic Association. Donna Hancock Mooney, RN, MBA, director of discipline at the North Carolina Board of Nursing, spoke about her regulatory experiences in the keynote presentation, "Generational Issues and the Effects on the Discipline Process."
Dr. J. Michael Flynn, past president of the Louisiana State Board of Chiropractic Examiners and 2nd vice president of the World Federation of Chiropractic, gave the 18th Annual Joseph Janse Lecture, "Empowering Chiropractic Success in the 21st Century." Other educational sessions included:

Resolutions
FCLB delegates passed resolutions amending and restating the federation's articles of incorporation, revising the dues structure and encouraging boards to re-evaluate continuing education requirements. Visit www.fclb.org to view full text of each of these resolutions.
Elections
Dr. Carol Davis (Alaska.) was re-elected District I director and Dr. Donn Fahrendorf (S.D.) was elected as District I alternate. District II elected Dr. Gary Pennebaker (Minn.) as its new director and Dr. William Rademacher (Ill.) as the alternate. The FCLB board elected Dr. Ron Tripp (Okla.), District IV director, to serve as executive board chair for 2008-09.
Rounding out the FCLB Board of Directors are Dr. Oliver "Bud" Smith Jr., president; Dr. Daniel Saint-Germaine, vice president; Dr. N. Edwin Weathersby, immediate past president; Dr. Lawrence O'Connor, treasurer, Dr. Ali Jafari, District III director; Dr. Farrel Grossman, District V director; and Joe Baker Jr., executive fellow director.
Awards and Recognition
This was the first year the FCLB awarded the Dr. Wayne C. Wolfson Regulatory Scholarship. Matthew Westheimer received this scholarship in acknowledgement of his leadership and community service.
The FCLB recently renamed the Outstanding Board Award in honor of Dr. Earl Wiley and in memory of his dedication to ethics in practice. The Oklahoma Board of Chiropractic Examiners received the 2008 award for its vigilance in protecting the public.
Drs. Lester Lamm and Sal LaRusso received special presidential recognition for their contributions to the federation. FCLB President Dr. Oliver Smith also expressed gratitude to Dr. LeRoy Otto, who completed his final term as District II director, and to Dr. Hank Hulteen for more than 20 years of service to the FCLB. Dr. Smith then presented the 2008 George R. Arvidson Award for Meritorious Service to Dr. Richard L. Cole, FCLB past president.
