New York's highest court of appeals has held that no-fault insurers cannot deny no-fault benefits where they unilaterally determine that a provider has committed misconduct based upon alleged fraudulent conduct. The Court held that this authority belongs solely to state regulators, specifically New York's Board of Regents, which oversees professional licensing and discipline. This follows a similar recent ruling in Florida reported in this publication.
Dr. Frank Zolli to Head Association of Chiropractic Colleges
The Association of Chiropractic Colleges (ACC) Board of Directors elected Frank Zolli, DC, EdD, as its next president at the association's annual meeting in Las Vegas.
Dr. Zolli, who will lead the ACC for the next two years, succeeds Dr. Jean Moss, president of Canadian Memorial Chiropractic College. Dr. Moss is the only woman, and the only president of a chiropractic college outside of the United States, to hold the title of ACC president.
Dr. Zolli has served as the dean of the University of Bridgeport's College of Chiropractic (UBCC) since 1989. Under his tenure, the chiropractic college began its inaugural classes on Sept. 5, 1991, and was accredited by the Council on Chiropractic Education (CCE) in May 1994. On Dec. 17, 1994, 10 students graduated from UBCC - the first chiropractors to graduate from a four-year university in the U.S.
"Chiropractic continues to grow worldwide and the education community must continue to provide strong academic preparation in order for today's students to meet tomorrow's demands," said Dr. Zolli, commenting on his election as ACC president. "We will work to prepare the next generation of Doctors of Chiropractic in an evolving health care system."
Other new officers elected at the 2005 meeting: Vice President - Carl Cleveland III, DC, president of Cleveland Chiropractic College (Los Angeles and Kansas City); and Secretary-Treasurer - Alfred Traina, DC, president of Northwestern Health Sciences University. Rounding out the ACC Executive Committee is Dr. Moss, who will now serve as immediate past president of the association.
